IPM Document Annotations are now Invisible to a Specific Group (Doc ID 1479128.1)

Symptoms

Annotations that were previously visible to a group of users are no longer visible on newer documents. There are no errors in the logs and the storage logs indicate that the annotation was exported successfully.
