How to re-install WEM, when rollup install (which includes WEM for the first time) is successfully finished, with secure.CatalogManager set to true? (Doc ID 1479971.1)

Goal

Even when the test button in rollup installer shows pingdb failed, where as HelloCS and DB permissions are a success, if rollup install is continued to completion successfully, which included WEM to be installed for the first time and secure.CatalogManager is set to true. This successful install would not create the necessary tables and import files needed for WEM to function, due to pingdb failiure. Re-running the rollup installer, with secure.CatalogManager set to false, will not re-create those tables as the installer assumes that WEM is already installed. The goal here is to make minimal changes to files in ominstallinfo folder, re-run the rollup patch install in order to properly create tables and files needed for WEM to function normally. 

Note: pingdb fails since secure.CatalogManager is set to true. Setting it to false should make the pingdb successful.
