CSElement/Template jsp files are not getting Deployed to Application Server (Doc ID 1483346.1)

Symptoms

When requesting a page from a WebCenter Sites cluster member, e.g. http://clustermemberX:8080/servlet/Satellite?pagename=Example/TestElement, the page does not render and the following error is seen in the logs:

'Included resource or file "/servlet/jsp/cs_deployed/Example/TestElement.jsp" not found from requested resource "/servlet/Satellite'

The JSP file does not exist in the /servlet/jsp/cs_deployed/ folder.  So, the application server is unable to execute and serve the referenced /servlet/jsp/cs_deployed/Example/TestElement.jsp file
