When using the zip distribution of WLS 12.1.1 + wls1211_dev_supplemental.zip, clicking on the Help or More Info... links in the admin console displays an XML page rather than the expected help text. The installer distribution of WLS 12.1.1 works as expected.

Steps to reproduce:

1. Download the zip distribution of WLS 12.1.1.
2. Unzip the distribution to a directory.
3. Follow the instructions in readme.txt (in the distribution) to set up the installation directories, envvars, etc.
4. Create a domain using the Configuration Domain Wizard.
5. Start up the admin server.
6. Open the admin console (e.g., http://localhost:7001/console).
7. Open the Servers page and click on the admin server.
8. On the admin server configuration page, click on Help or on any of the More Info... links and you will see the XML page rather than the expected help page.
