PeopleSoft Application Adapter for WebCenter Content: PS_AXF.log File Shows Error TCM-91021 and IPM Error Page (Doc ID 1483902.1)

Symptoms

 When clicking the AXF link or button on the PeopleSoft page to open the Application Adapter for WebCenter Content (Managed Attachments), the following SOAP response appears in the PS_AXF.log file. The Managed Attachments page fails to open, and instead an IPM error page opens.
