How to Add Client Listener and Server Listener to Pages Created Runtime? (Doc ID 1489431.1)

I want to add a client listener and a server listener on all my pages. If I add them on page template , then it says that template does not support client listeners. I have added them on all of my application pages individually. But how should I add them on pages made at run time?
