The Admin Server does not start as a windows service, throwing the following error in the admin server log :

This is followed by an "access is denied" message for ..bootstrap\cwallet.sso.

This may be encountered after an upgrade, for example after upgrade of WebLogic Server 10.3.4 to 10.3.6

WebLogic Server was upgraded from 10.3.4 to 10.3.6
