Deactivating OAM Custom Authentication Plugin Fails

When implementing a custom authentication plug-in, after activation it is not possible to deactivate it generating errors such as:

Note In OAM 11.1.2.2 there is no on-screen error. The operation completes but on Refresh the plugin has status "Deactivation failed", and the log shows the "Deactivation failed as plugin is in use..." message.

The issue only occurs when a custom authentication plugin has been referenced in an authentication module.
