ADF Application Redirects Browser Indefinitely

When an ADF application is requested from a PC that uses SAP/SiteMinder single-sign on framework, the application enters a redirect loop in the browser, with the browser repeatedly requesting the same page. The URL is the same on each request, except that the _afrLoop parameter increments.
It is expected that the browser will redirect exactly once, with the first request downloading a script and the next, the page content (this process is invisible to users)
The issue is reproduced in different ways, depending on how the PC-based single-sign on framework is configured. In some cases, for example, any ADF application request is affected. In others, only requests that use a fully-qualified domain name are affected, while requests made using a short name or IP number are not. Provided that site is set up in the particular way, the problem will reproduce 100% of the time.
