Symptoms

A J2EE application (based on Apache CXF / JAX-WS implementation) can be deployed into 10.3.6 WLS.  The deployment of this application into WLS 12.1.1 hangs with the following thread:

 The beans.xml is a specific configuration file used by the application which is referenced in the web.xml of the application Web Module.
