Symptoms

After applying cumulative patch 3 <Patch:12977125> for WebCenter Capture (fomerly Oracle Document Capture) the following error is returned when starting Recognition Server:

Oracle Document Capture Recognition Serv
Failed to initialize -2147010895.
Error Number: -2147010895
Error: Automation error
This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.

All other applications / servers can start on this machine without problem.
