OVD 11g Slow Performance With Oracle DB and OID LDAP Join Adapter (Doc ID 1493138.1)

Symptoms

Oracle Virtual Directory (OVD) 11g, i.e., 11.1.1.5.

OVD slow performance using a join adapter between an Oracle Database (DB) and Oracle Internet Directory (OID).

For example:
- Direct queries to the database and OID instance return results in less than 1 second.
- Direct queries through OVD with a join on the Oracle DB and OID return results in over 1 minute.
- Oracle Identity Manager (OIM) is reconciling users using this Join view at a rate of 2000 users / hour.

Tried applying the NIO false workaround as per Document 1451212.1, unchecking "Enable Case Insensitive Search" in the DB adapter, applying documented OVD and JVM tuning, however saw only slight performance improvement afterwards.
