OVD 11g Slow Performance With Oracle DB and OID LDAP Join Adapter (Doc ID 1493138.1)

Oracle Virtual Directory (OVD) 11g, i.e.,

OVD slow performance using a join adapter between an Oracle Database (DB) and Oracle Internet Directory (OID).

For example:
- Direct queries to the database and OID instance return results in less than 1 second.
- Direct queries through OVD with a join on the Oracle DB and OID return results in over 1 minute.
- Oracle Identity Manager (OIM) is reconciling users using this Join view at a rate of 2000 users / hour.

Tried applying the NIO false workaround as per <Document 1451212.1>, unchecking "Enable Case Insensitive Search" in the DB adapter, applying documented OVD and JVM tuning, however saw only slight performance improvement afterwards.
