Symptoms
On Oracle iPlanet Web Server 6.1 when deploying a web application through the admin gui, the application does not deploy. No errors are reported in the admin gui, and it appears as if the web application deployed successfully. Upon starting the iPlanet Server, the startup messages does not show that the web application is loaded, and when trying to hit the uri for the web application, the web server reports a "Not Found" error.
When this problem occurs, the iPlanet admin-server errors logs shows the index cgi reports that the program terminated without a valid cgi header.
