Issue With Refreshing Portlets After Re-Deploy (Doc ID 1496247.1)

Goal

A custom portal application consumes a remote WSRP portlet created in JDeveloper. The development cycle necessitates incremental deployment of the portlet to add and test changes. Sometimes, the portlet content on the portal page refreshes immediately when the portlet application is redeployed and the page is refreshed.  

However, there are times when the portlet needs to be deleted from the page and re-added to view the content successfully. Why doesn't the content always refresh immediately?
