Symptoms

Oracle Internet Directory (OID) 11g latest version, i.e., 11.1.1.6.

Installing Password Filter on 64bit MS Active Directory (AD) / Domain Controller (DC) fails due to MSVCP80.dll not found:

ldapbindssl.exe - System Error

The program can't start because MSVCP80.dll is missing from your
computer. Try reinstalling the program to fix this problem.

Using the correct Password Filter (PF) from the 11.1.1.6 media's /Disk1/utils/adpwdfilter/64bit directory.

The file MSVCP80.dll does exist in the system.

Also tried rebooting the system.
