Symptoms
When loading the DBWS Callout Utility into an Oracle 11g database using the command:
errors are reported similar to the following:
creating : resource META-INF/MANIFEST.MF
loading : resource META-INF/MANIFEST.MF
created : CREATE$JAVA$LOB$TABLE
Error while creating resource META-INF/MANIFEST.MF
ORA-01031: insufficient privileges
ORA-06512: at line 1
creating : resource META-INF/services/javax.xml.parsers.DocumentBuilderFactory
loading : resource META-INF/services/javax.xml.parsers.DocumentBuilderFactory
