WebCenter Capture Import Server Fails to Convert Documents and Error "-1 ValidateImageFile - Error Number: 480, Error Desc: Can't create AutoRedraw image" Occurs

Symptoms
When attempting to process files through Import Server, they do not import. This issue is only seen when running Import Server as a Windows service. The following logging is encountered in the Import Server log:
10/14/12 11:55:02 1106 Importing Email Provider batch Sun, 14 Oct 2012 16:15:37 +0000 into batch IMPGBR1014124290202.
10/14/12 11:55:02 1134 File is being processed with Outside In Technology.
10/14/12 11:55:03 -1 ValidateImageFile - Error Number: 480, Error Desc: Can't create AutoRedraw image
10/14/12 11:55:03 1204 ***Warning*** The format of image [C:\DOCUME~1\!CIT_F~1\LOCALS~1\Temp\eceMail\9F20790E-7BCC-4661-93A5-6E322786B6A4\MESSAGE.DOC] is invalid.
