After Upgrading to JRE 1.7 On Windows 7 64 bits Forms Applet Stop Working

Symptoms
Note: Please check the Client Certification section of the Oracle Fusion Middleware Supported System Configurations for the appropriate version of your product to ensure JRE 1.7 is supported as a client for your version.
After upgrading JRE on the client machine to 1.7 version and trying to run an Oracle Form the following is displayed.
Application Error
ClassNotFoundException
oracle.forms.engine.Main
After enabling Java Trace the following is being recorded in the Java console
java.net.SocketException: Permission denied: connect
