WebLogic tools(jwsc,DDConverter) Validation Exception when you have elements inside Weblogic-application.xml inside WebLogic 12.1.1.0 (Doc ID 1501701.1)

Symptoms

When the WebLogic specific tools like jwsc or DDConverter are used, the weblogic-application.xml whichcontains a elements, jwsc or DDConverter, adds the xsi:type attributes which causes failures in build and deployments.

When running jwsc twice by using custom weblogic-application.xml file which contains   <prefer-application-packages> running into below exception.

This didn't happen with 11g or older versions.

Changes

Upgraded from older version of WebLogic to WLS 12.1.1
