WebLogic tools(jwsc,DDConverter) Validation Exception when you have elements inside Weblogic-application.xml inside WebLogic 12.1.1.0 (Doc ID 1501701.1)

Symptoms

In wls 12.1.1 if you use any WebLogic specific tools like jwsc or DDConverter, If weblogic-application.xml contains a elements, jwsc or DDConverter  adds the xsi:type attributes which causes failures in build and deployments:

This didn't happen with 11g or older versions.

when running jwsc twice by using custom weblogic-application.xml file which contains   <prefer-application-packages> running into below exception.

java.io.IOException: The existing descriptor at C:\...\build\META-INF\weblogic-application.xml is corrupted.VALIDATION PROBLEMS WERE FOUND
 problem: failed to load java type corresponding to t=prefer-application-packagesType:<>
 

DDConverter generate xsi:type attribute to weblogic-application.xml. If there is the attribute, it failed to deploy the converted application.

D:\final/META-INF/weblogic-application.xml of module final. The error is weblogic.descriptor.DescriptorException: VALIDATION PROBLEMS WERE FOUND
problem: failed to load java type corresponding to t=library-refType:<>

Upgraded from older version of WebLogic to WLS 12.1.1
