Multiple cluster nodes are acting as primary nodes (Doc ID 1502472.1)

Symptoms

In BPM cluster environment, it is observed that both cluster nodes are acting as primary nodes.
Multicast tests for tribes and wls multicast address shows no network issues.

During initial cluster initialization, nodes are not able to see other.
Enabling the cluster debug (-Dalbpm.engine.j2ee.cluster.debug=true) to see primary node true in logs
