WebLogic 12.1.1 Fails To Compile JSP with Taglib

Symptoms
With WLS 12.1.1, when precompiling a nested Taglib, the following JSP compilation error is seen:
The method _jsp__tag1(ServletRequest,
ServletResponse, PageContext, JspTag, JspTag) in the type
__labelandinputfield_tag is not applicable for the arguments
(ServletRequest, ServletResponse, PageContext, JspTag,
__labelandinputfield_tag.JspFragmentHelper)
ServletResponse, PageContext, JspTag, JspTag) in the type
__labelandinputfield_tag is not applicable for the arguments
(ServletRequest, ServletResponse, PageContext, JspTag,
__labelandinputfield_tag.JspFragmentHelper)
The same JSP compilation works fine for WLS 10.3.x line.
