Why Unable to Stop Oracle Traffic Director (OTD) Process and Admin Console Shows Status As "Instance Not Running" When It Is Actually Running (Doc ID 1506995.1)

Symptoms

1/ On Oracle Traffic Director 11.1.1.6 when using the administration console and making some admin-server configuration changes such as changing the otd_admin password. upon trying to restart the server the admin-server is unable to restart. When trying from the command line, the following error is encountered:

2/ The other symptom is that the admin console shows status as "Instance Not Running" when it is actually running ?

(ps -ef | grep trafficd will show it is running)
