Cannot See Any Application On A Publishing Target System (Doc ID 1507073.1)

Symptoms

Unable to access any Applications (User Interfaces) in WebCenter Sites.

In the logs, ther are File not found exceptions like:
[ERROR] [.kernel.Default (self-tuning)'] [com.fatwire.logging.cs] Exception reading file /Shared/Storage/FW_Application/855/21/1253211458856.txt
java.lang.Exception: File not found
[ERROR] [.kernel.Default (self-tuning)'] [com.fatwire.logging.cs] Exception reading file /Shared/Storage/FW_Application/534/126/1262707329030.txt
java.lang.Exception: File not found
[ERROR] [.kernel.Default (self-tuning)'] [com.fatwire.logging.cs] Exception reading file /Shared/Storage/FW_Application/796/417/1262707329036.txt
java.lang.Exception: File not found
