Conversion Fails With "exsimple executable was not found" After Applying WCC 11.1.1.6 MLR7 OPatch (Patch ID 14651878) (Doc ID 1507725.1)

Symptoms

After applying the WebCenter Content 11.1.1.6 November OPatch (MLR7 - Patch ID 14651878) the Inbound Refinery is no longer able to convert documents and shows the following error for newly checked in content items on the Content Information page: 

"csConversionForceFailureByStep(PDFExport,!csFileNotFoundErr,exsimple) csFileNotFoundErr(exsimple)" 

The Conversion History in the Inbound Refinery shows the following error: 

“Step PDFExport forced conversion failure by conversion engine because of error: The exsimple executable was not found, unable to complete step.” 

Enabling full verbose tracing in the Inbound Refinery for the "fileaccess, refinery" events shows that conversion fails because the executable cannot be found:
