QSPACE Can not be Opened after Adding 50 Extents

Symptoms
When adding extent for /Q queue space using qmadmin/qaddext command, after adding 50 extents, queue space can not be opened.
At least 100 extents can be added from following document.
" Each new queue space extent uses an additional entry in the
VTOC
(a maximum of 100 entries are available)."
And queue space should be able to be opened after qaddext error.
When doing 50 qaddext command and qopen command never opens the queue space and reports following error:
After that, it never use QSPACE with this open error.
