Symptoms

Oracle Internet Directory (OID) 10g, i.e., 10.1.2.1.0.

Server was working before.

After a maintenance reboot, opmn services will not start.  All status stay at down.

An opmnctl startall appears to start:

OID was able to start and the ldapbinds work, however still unable to start/manage any process using opmnctl.

Changes

 Server rebooted.
