Admin Server Doesn't Allow Start, Stop, Restart, Query Actions for Listed Servers (Doc ID 1511540.1)

Symptoms

While in Admin Server, the all servers page shows some, or all, servers as 'Unknown Status' (all icons are either grayed-out, or all are "hot/active" at the same time). 

If you try to perform an action on a server, like Start, an error like the following is thrown:
