Importing Policies from OAM 11GR1 to OAM 11GR2 Produces Error OAMSSA-06053: Challenge URL is null (Doc ID 1511834.1)

Symptoms

When importing policies directly from OAM 11GR1 to OAM 11GR2 using exportPolicy importPolicy we get the following error:

OAMSSA-06053: Challenge URL is null

Accessing the Policies through the OAM console shows that the policy was created but the resources are empty.
