Symptoms
The idmConfigTool fails to create user store using -preConfigIDStore parameter.

Trying to populate a second Oracle Internet Directory (OID) ldap directory with the user and group directories with command:
The error seems redundant because, of course, those containers do not yet exist. The command is suppose to be creating them to begin with.
The actual doc section that indicates the command will create the stores is Section 2.3.1 on page 2-3 in the table for "preConfigIDStore":
