Tree Applet Fails To Load With "Error occurred while fetching Node data" (Doc ID 1520009.1)

Symptoms

When logging into the Advanced UI, the user does not see the Tree applet. Instead they get "Error. Click for details".

The details show that there was a NullPointerException, and the message:
Error occurred while fetching Node data: http://my-server:7002/servlet/ContentServer?pagename=OpenMarket%2FUIFramework%2FLoadTab&tabid=1230987654321

The sites.log shows the following errors:

[2013-01-10 11:08:32,677] [ERROR] [.kernel.Default (self-tuning)'] [com.fatwire.logging.cs] Unable to locate element. Either incorrect file permission or no such element. OpenMarket/Xcelerate/AssetType/Page/LoadSiteTree

[2013-01-10 11:08:32,677] [ERROR] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.request] COM.FutureTense.Common.ContentServerException: Unable to evaluate element OpenMarket/Gator/UIFramework/LoadTab Error code:UNABLE TO EVAL ELEMENT
