Symptoms
On windows 7 32bit, after successfully installing Weblogic 10.3.4, Forms and Reports 11.1.1.2 (no config run) , and patch to 11.1.1.4, config.bat is then run to configure the domain.
When running the domain config wizard, it fails at 8% with a failure cross against "creating domain"
