Symptoms
Attaching OWSM 11g policies to a Web Service in JDeveloper, for example as described in
Document 972284.1 How To Apply an OWSM 11g Policy to a Web Service and Invoke It?
fails with an error WSM-04694:
SEVERE: The policy manager repository path "C:\Documents and Settings\<myuser>\Application Data\JDeveloper\system11.1.1.6.38.62.29\DefaultDomain\oracle\store\gmds" does not contain any valid directories.
