EBS Managed Attachments Error "You cannot complete this task because you accessed this page using the browser's navigation buttons" (Doc ID 1526668.1)

Symptoms

After attaching a WebCenter Content Managed Attachment to a Work Confirmation in EBS, the following error occurs when the work confirmation is submitted:

You cannot complete this task because you accessed this page using the browser's navigation buttons (the browser Back button, for example).

Due to this issue, E-Business Suite users cannot use UCM attachment functionality on the Work Confirmation review page.
