Symptoms

When trying to create new Reports Server using provisioning command below,

opmnctl createcomponent -adminUsername weblogic -adminHost <host> -adminPort <port> -oracleHome <ORACLE_HOME> -oracleInstance <ORACLE_INSTANCE> -instanceName <INSTANCE_NAME> -componentName <COMPONENT_NAME> -componentType ReportsServerComponent

e.g.

opmnctl createcomponent -adminUsername weblogic -adminHost myfmwhost.com -adminPort 7001 -oracleHome /oracle/product/11.1.1.6.0 -oracleInstance /oracle/product/11.1.1.6.0/instances/PFRD1 -instanceName PFRD1 -componentName MyRptSvr_PFRD1 -componentType ReportsServerComponent

it fails with connection errors as shown in the <ORACLE_INSTANCE>/diagnostics/logs/OPMN/opmn/provision.log
