Cannot Log in to Fusion Middleware Control Due To Stuck Threads in oracle.dms.collector (Doc ID 1531350.1)

Symptoms

When attempting to log in to Fusion Middleware Control (FMWC), login hangs after inputting credentials  and ultimately fails due to a stuck thread .

This error can be reproduced with only the Admin Server started and regardless of whether the Managed Servers are started.

The recommended settings for the Discovery Cache have been set, as outlined in:

<Note 1423893.1> - How to Enable Discovery Cache To Avoid Long Delay During Login To Fusion Middleware Control 

 but the problem persists.
