WCC Deployment Fails to Start when Starting UCM_server1 from Admin Console, but Managed Server Starts Correctly via CommandLine (Doc ID 1531545.1)

Symptoms

On : 11.1.1.3.0 version, Content Server

When attempting to start WCC using the admin server's console after the server's node manager has been started, startup of the managed server fails and the following error occurs.

A number of additional ClassNotFound Exception errors continue after this one.

The server starts correctly from the command line

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start node manager for the managed server
2. attempt to start the managed server from the admin console

The issue has the following business impact:
Due to this issue, users cannot start the server from the admin console
