Folders_g to Framework Folders Migration Fails with Error: $ORA-12899: Value Too Large For Column "ECM_OCS"."FOLDERFILES" (Doc ID 1533727.1)

When migrating from Folders_g to Framework Folders, the migration fails with this error:

 
The filename that you see for this item by looking at the Content ID (DDocName) listed in the error shows that the filename is actually:

Long title for item - It was the best of times, it was the worst of times, it was the age of wisdom, it was the age of foolishness, it was the epoch of belief, it was the epoch of incredulity, it was the season of Light, it was the season of Darkness.doc

This filename is not too long, although it is at the maximum length of 255 characters.

The error shows that '.dup-1' was added to the end of the filename.  This causes the filename to be too long for the FFILENAME database column in the FOLDERFILES table.

Why is '.dup-1' added to the end of the filename?  How can this be prevented?
