Symptoms

After installing WebLogic Server (WLS) 12c and then creating a WebLogic Server domain with Enterprise Manager (EM) and JRF 11.1.x, starting  the Admin Server failed with the error below.

Admin Server start failed with similar error may occur,  if Install WebLogic Server 12c with Oracle HTTP Server 11.1.x installed,
