Unique Constraint on Publication table whilst mirroring site configuration (Doc ID 1535637.1)

Symptoms

We are trying to mirror site configuration from one managed environment to other, and receive the following errors in the target environment logs

[2013-03-06 07:18:47,683 UTC] [ERROR] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.db] SQLException executing query: insert into Publication (id,name,description,pubroot,cs_preview,cs_prefix,cs_previewasset,cs_wrapperasset) select id,name,description,pubroot,cs_preview,cs_prefix,cs_previewasset,cs_wrapperasset from tt1358821928449
java.sql.SQLIntegrityConstraintViolationException: ORA-00001: unique constraint (WCSMUSER.SYS_C0013665) violated
