Unable To Restart DataSource from Restart CheckList

Symptoms
Once the URL of a Data-source (DS) was modified, the system requires 1 item should be restarted.
From Change Center, the component to be restarted is the DS affected by this change, however when the DS is selected from Restart CheckList and Restart button is clicked, WLS console thrown this error message :
If you return to "Restart Checklist," the restart of DS is still pending.
The only way to apply the changes was restarting the DS.
As a result, the Change Center is not restarting a DataSource when clicking the restart button.
