iPlanet Web Server with NSAPI JK Failed To Start Server Due To CORE2254 (Doc ID 1536779.1)

Symptoms

On iPlanet Web Server 7.x version, the web server fails to start and time out later with the following error "error failure: CORE2254: Error running Init function jk_init". This is with the NSAPI_redirector.so plugin that is used to proxy to the Tomcat server (NSAPI equivalent to mod_jk).
