"String Index Out Of Range" while importing Custom PlugIn. There is no problem with the plugin and it works fine in other environment

Symptoms

1. Login to oamconsole
2. GO to System Configuration > Common Configuation > Plugins
3. Click on + importPlugin
4. Upload a plugin that works in other environment
5. see "String Index Out Of Range" pop-up error
