CSDT command line import does not alter asset updateddate (Doc ID 1539433.1)

Symptoms

When using CSDT command line to import assets into CS, it's been observed that some metadata (e.g. updateddate) isnt being imported for voided/deleted assets in the workspace, whereas it is being imported for non-voided assets. As a consequence these deleted assets are not showing up on publishing queue, when publishing from this server to another.
