iSQL*Plus Fails to Start After Applying Patch Bundle (Doc ID 1540227.1)

SQL*Plus - Version 10.2.0.4 to 10.2.0.4 [Release Oracle10g]
Microsoft Windows x64 (64-bit)
IMPORTANT: Please be aware iSqlPlus is already in desupported status as indicated in "iSQL*Plus version 10.2"

Symptoms

The iSQL*Plus service is not able to start after applying Bundle Patch for 10.2.0.4 to the Oracle home on Windows 64bit server. When attempt to start the service, get following error:

 

The problem seems to occur when Bundle Patch, between Patch 18 and Patch 45, is installed.
