If SystemEvents are not running, this can cause some issues in WebCenter Sites, such as the following:

a) Publishes take a long time to complete, and it appears the cache flushing is taking a long time.
     - The server may run low on memory during a publish, and the heap may contain large resultsets in memory related to the SystemPageCache table (if not using inCache).
b) New assets may not get indexed or be searchable using the lucene search engine.
c) Scheduled publishes may not run
