Symptoms

  After upgrading from Sun Directory Server 5.2 Patch 6 to ODSEE 11.1.1.7.0 password updates fail with "Password already hashed. Cannot check quality."

# ldapmodify -D "cn=<DS_ADMIN>" -j <PWD_FILE> -p <PORT> -a -f <FILE>.ldif
adding new entry uid=<UID.1>, ou=People, dc=<SUFFIX_DN>
ldap_add: Constraint violation
ldap_add: additional info: Password already hashed. Cannot check quality.
