Symptoms

 'Invalid processor name: dn:loqate' is reported when copying the Enterprise Data Quality (EDQ) Customer Data Service pack (CDS) 'EDQ-CDS Address Clean with AV' project during a fresh install of EDQ Customer Data Services Pack with Address Verification.
