Errors When Importing Profiles Using the Capture Import/Export Utility on Windows 2008 R2

Information in this document applies to any platform.
When attempting to configurations from a zip file in the Import Export Utility errors are returned. The user that is logged in can successfully create Index Profiles, Import Server Batch Jobs and Commit Server Batch Jobs. However the Import Export Utility returns errors when importing as this same Windows user. The User Account Control Setting within Windows has also been set to the least restrictive setting. The errors in the Import Export Utility appear as:
Import failed on component: Index. java.lang.Exception: Failed to import indexing profile 1. java.lang.Exception: Cannot update. Database or object is read-only.
Commit Server is importing.
Import failed on component: Commit Server. java.lang.Exception: You do not have write access to registry or commit server has not been configured yet.
Import Server is importing.
Import failed on component: Import Server. Java.lang.Exception: Failed ot import job from the file C:\Temp\ixtemp\impJ_1.xml. java.lang.Exception: Cannot update. Database or object is read-only.
