Startup Error After Upgrading From 7.6.2 To 11.1.1.6.1: "The socket name is not available on this system" (Doc ID 1549910.1)

Symptoms

After upgrading from 7.6.2 to 11.1.1.6.1, receive this error in the log on startup:
