When Modifying an Imaging Application, the Upload Functionality Is Missing and Document Security Is Greyed Out

Symptoms
The Upload functionality is missing in WebCenter Content Imaging (WCCIMG) from the Tools tab, and the Document Security option is not available when modifying applications.
Also, when attempting to upload a document via the Input Agent it throws the following error in WebCenter Content (WCC):
